We moved into a new apartment a couple of months ago and the smell of the refinished floors (with oil-based poly) is quite noticeable. It's a lot less strong but it's still there. I should add that we've been heating the place like crazy and have constant ventilation. I'm at the point where I'd at least like to do something about the bedrooms. I don't want to have to re-sand all the existing product off the floor but I would like to lightly sand and apply AFM Safecoat over top. However, several places online have said not to do this (that it should only be applied over water-based). I also read that this might make the problem worse and re-activate the solvents in the existing finish. I'm not really sure what do to, any advice would be greatly appreciated.

You need to talk to a manufacturers representative and get their recommendations.
