 Post subject: Are these buffing swirls acceptable?

Just had our floors stained and refinish with a matt finish. They look very good except the entryway in front of the stairs have areas that are dull and with one dry spot making the surface shine inconsistent. The contractor said this is to be expected. The area is darker than the rest of the house so it isn't that big of a problem to me but I just thought I would get a second opinion.
What do you think?

It looks like it should have another coat of finish applied, to me. This will cover the swirl marks. A smoother surface will be easier to clean and that is one goal of putting a finish over the wood.
You may offer to pay for the materials for the final coat of finish to make it right. This may shame the contractor into offering to take responsibility. You should do it now instead of a couple of years from now as the finish wears through.
