Help please!

I just bought a condo, it was built it '04 so it's time to refinish the maple hardwood floor.
I have a contractor who has 30 years experience in the biz and he's ready to go to work.

But my Homeowners Association is demanding that he submit a written
"Dust Abatement and Ventilation Plan."

He has already told them that his sanding machine is connected to a vacuum device and he's not sure what
else he can give them.

Anyone got any ideas where I can source a document which will satisfy my HOA?
