 Post subject: MIIIFS question

I just receiver my MIIIFS today. As I was looking it over I noticed that 2 allen screws are not seated all the way. These screws are used to attach the shoe to the nose. The two in the front are seated all the way down but the two that you can only get at through the holes in the shoe are not. Is this normal? :?:
