i recently had red oak floors finished with provincial oil based and satin finish. Over the past few days I have really started to notice how uneven the finish is and I am wondering if it is normal with red oak. All the different textures in the wood become really obvious during the day and the floor almost seems wavy. Should i be concerned?

Dark colors reflect light like a mirror.Reflective light seems to magnify the surface imperfections. A smooth finish will last a long time. It feels smooth doesn't it?
If you like the color you can re-coat it when it starts to become hard to keep looking clean.

When i run my hand across the boards I can feel all of the different textures in the wood.Almost like rolling hills if that makes sense. I assumed all of the wood would be level. I have been doing some reading and it appears to be heavily "dished out". The light reflecting off of all the various elevations is making the room look like the surface of the moon. Before they did poly the floor was really smooth.....

Can you notice it from standing in regular lighting conditions? I know we obsess over wood floors today, but if nothing catches your eye ...well that's how inspections should are done. As far as performance, which is what I believe you're getting at, you should be fine.
