I have a particle board subfloor (estimate about 3/4") and I put 1/2" plywood over top of this in preparation for laying down 3/4" hardwood. I made a test block and the 2" cleats will not penetrate the subfloor to reach the joists underneath. Is this floor doomed?

No big problem. The fasteners will hold in half inch plywood. Use a recommended nailing schedule for fastening the plywood into the joists. 6" on the perimeter and 8 inch on the field.

Are you sure it is Particle Board and not OSB? Particle Board is not considered an acceptable subfloor for hardwood flooring. 3/4" OSB is acceptable. 5/8" Plywood is acceptable. If it really is Particle Board then you'd be better off adding at least 5/8" Plywood.
