I recently had my cherry floors sanded and finished with an oil-based finish. The contractor did a terrible job leaving what appears to be streaks and globs of finish in many areas. There are small gaps between the boards and I am concerned about water getting in there and ruining my floor. He agreed to put down a water-based finish after the oil-based finish cured.

I am a consumer - not a flooring gal! What procedure should he follow to ensure that he is not simply putting a band-aid on top of a severely bleeding wound? I am sure that there is a proper method of doing this and I want to hold him accountable. Any input would be greatly appreciated as I don't want him taking advantage of the "poor, helpless female"!

Thanks for your reply. Does the floor need a light sanding prior to application?

yes it does..and it should be fine grit screen or paper 120 -150..otherwise rings may show through the finish..assuming there was 3 coats applied already..
